今日西藏青年會(TYC)總部辦公室,於記者會上發表了一份新聞稿,宣佈他們將藏曆2136土牛年(也就是西元2009年),訂定為“大黑年”。該新聞稿同時也發佈欲取代慶祝活動的安排。

新聞稿全文如下:
TYC評論2009年(藏曆2136土牛年),如同大黑年, 在此呼籲藏人放棄藏曆新年的慶祝活動,以彰顯我們與在西藏境內的弟兄姐妹們的團結一致。

西藏青年會(TYC),表示聲援我們在西藏的兄弟姐妹們,過去的五十年裡,勇敢承受著與他們最敬愛的領袖與政府,苦難分離的折磨。

中國於1949年入侵西藏,整整10年西藏完全被共產勢力所佔領,導致西藏人民顛沛流離。從那時以來,我們在西藏的兄弟姐妹們,遭受中國高壓政權的壓迫,在所有時間裡,對於個人生命的安全,感到恐懼。然而,即使面對這些最困難的時候,我們的兄弟姐妹們,仍然堅決護衛著歷史的真理,並致力於確保我們的未來,我們的民族屹立在應有的獨立上。為了恢復我們國家的尊嚴,做為先鋒,成千上萬的藏人犧牲了寶貴的生命,勇敢的求仁得仁、求義得義。

此外,在2008年看到了西藏高原的藏人們,對於中國的佔領與壓迫,光榮、和平的起身示威抗議,即使是如此的艱困,但追求幸福的願景卻是和諧統一的。在這樣做的同時,我們的兄弟姐妹們向全世界,明確的表達出西藏人民渴切的願望,西藏人民極力的要從殖民主義的桎梏中解脫。中國窘迫尷尬的回應著國際的質疑,對於 208名因和平示威送了命的藏人,野蠻的武力殺害數百名無辜的藏人,數以千計的藏人被關押。染血的21世紀,對西藏而言,仍然是20世紀陰影的延續,如同中國政府堅持以非法的政策,進行西藏的種族滅絕與同化。西藏的危機自2008年3月10日起,籠罩在大屠殺,酷刑和鎮壓裡,並一直持續到今天,讓我們想起了文化大革命期間可怕的錯誤和惡劣的條件,西藏寡婦和孤兒的哭聲響徹雲霄。

為榮耀犧牲的烈士們,並表達我們聲援在西藏,繼續承受難以想像的困難,勇敢的西藏男女,並維護我們國家的主權,我們人民的身份,為真理而奮進。TYC聲明,將不慶祝藏曆新年的2136土牛年,對應的2009年。 2009年也是中國入侵西藏60週年,中國佔領西藏50週年, 因此TYC宣佈2009年為大黑年,並組織了下列活動:

1、藏曆2135年12月29日,用中共原國家主席毛澤東和現任國家主席胡錦濤的肖像,作為藏曆新年傳統驅鬼節的代替品,並要求參與活動的民眾攜帶毛澤東和胡錦濤的肖像作為驅鬼節的欲丟棄的代替品。

2、藏曆2135年12月30日,向聯合國和歐洲議會,透過郵件,遞交有關西藏問題的連署請願信。

3、藏曆新年初一早上9點30分鐘開始,將有50名藏人在達蘭薩拉展開為期三天的絕食活動,並要求所有民眾於初一晚上將在自家的屋頂點燃酥油燈和蠟燭哀悼被殺藏人

4、藏曆新年初二早上9點30分鐘,將在達蘭拉薩大乘經院後山拉加日廣場西藏英雄圖登歐珠紀念碑前舉行集會,並從拉加日廣場到下達蘭薩拉嘎加日印度地方法院前展開大型示威遊行活動

5、藏曆新年初三,在達蘭薩拉大乘經院中,為西藏民族自由運動,貢獻寶貴生命的西藏英雄兒女,舉行超薦及祈福法會。

同時,要求全球各地的分會,統一展開多項抗議中共的活動。

西藏青年會透過這些活動,呼籲聯合國、歐洲議會、以及全球各國政府和各人權組織,共同敦促中共政府立刻停止對西藏的非法統治,並釋放所有被關押的西藏政治犯。

即使在中國高壓政權下歷經了60多年,西藏人民不朽的勇氣、不屈不撓的精神和勇敢,讓西藏爭取自由的抗爭依然活躍,並成功地縮短了境內外藏人之間的距離。

在這緊要關頭,時間是如此的緊迫,懇請所有藏人,應比以往任何時候都要更加的團結,更加確定決心,更堅定並準備妥當,為我們走向獨立,勇敢的犧牲奉獻。

約有175位西藏青年會成員,包括來自世界各地的分會代表和理事會成員,昨天(14日)為達賴喇嘛尊者供奉永駐長壽佛事儀軌 (藏語:Tenshug),祈願尊者長命百歲。

西藏青年會會長次旺仁增說:“西藏青年會供奉此長壽法會(Tenshug)儀式,是為達賴喇嘛尊者祈祝長壽與健康,以我們的尊重、愛和信心,祈願尊者能夠帶領著西藏繼續前行。 ”


次旺仁增表示,儘管TYC與尊者的理念,有著鮮明的差異,但我們雙方均同意遵從非暴力的方式。他說:“透過供奉長壽儀軌 (Tenshug),讓我們進一步重申西藏青年會絕對承諾,以達賴喇嘛尊者的非暴力方式,爭取自由。”

西藏青年會 (TYC) 並不贊同達賴喇嘛尊者,以「中間路線」的方式取得真正的自治,而贊成主張獨立。然而,該組織重申,他們支持尊者是藏人的領導。

達賴喇嘛尊者在印度瓦拉納西的鹿野苑,已圓滿為期七天的傳法,傳授了寂天菩薩所著的《入菩薩行論》和靜命論師所著的《修次中篇》二法教。

這次除了西藏青年會以外,向為達賴喇嘛尊者供奉永駐長壽佛事儀軌的還有法會的五個贊助單位及個人,包括西藏多麥(安多)社團、甘登強次高僧協會、安多已故培傑家人、尼泊爾甘孜圖登白覺家人和達蘭薩拉洛珠白覺家人。

Sarnath, January 14: Exiled Tibetan leader His Holiness the Dalai Lama was offered a grand Tenshug (Long-Life ceremonial offering) by the Tibetan Youth Congress, the largest pro-independence group in the exile Tibetan community, to reaffirm its absolute faith and respect in his leadership.

The Chief Minister of the North eastern Indian state of Arunachal Pradesh Dorjee Khandu was among the dignitaries present during the prayer ceremony to wish the exiled Tibetan leader a long and healthy life.

“Tibetan Youth Congress offered this Tenshug ceremony, which is a long life offering to His Holiness the Dalai Lama to reaffirm our respect, our love and faith in his leadership and to request him to continue to lead the Tibetan struggle,” the organization president Mr Tsewang Rigzin told Phayul.

“In doing so we pay our tribute and gratitude to His Holiness’ long and able leadership to the Tibetan people’s cause,” Tsewang said.

The Tibetan Youth Congress, which claims some 30,000 active members under its worldwide regional chapters, however, does not support the Dalai Lama’s Middle-Way policy that seeks “real and meaningful autonomy” instead of outright independence for Tibet.

China, which sent military troops in late 1949 to occupy Tibet, has lately tried to denounce the Tibetan pro-independence group by condemning it as as a "violent terrorist" outfits and equating them with Al-Qaeda.

The youth organisation refutes the allegations as “baseless” saying it is a non-governmental organization with "non-violence and peace" as its founding principles.

The organisation last week released a book - "RESPONSE: Response to the Allegations of the Communist Party of China" - to counter Chinese allegations. The Organisation Vice President Dhondup Dorjee Shokda said that the book would reveal the series of attempts made by the Chinese government to malign the Tibetan People's peaceful movement and counter the numerous unfounded allegations made by the Chinese Communist Party.

“By offering Tenshug, we further reaffirm Tibetan Youth Congress’ absolute commitment to His Holiness the Dalai Lama’s non-violent approach in our struggle for freedom,” Mr Tsewang said following the ceremonial offering today.

“However, there would be no change in the Tibetan Youth Congress’ founding goal. It will remain committed in its stand of seeking complete independence for Tibet,” he added.

According to him some 175 representatives of the organization, including the central executive members, representing its worldwide regional chapters took part in the Tenshug ceremony, which involved offering prayers and auspicious Buddhist objects to wish the Tibetan leader a long and healthy life.

The ceremonial long-life offering was made at the end of a week-long teaching by the Dalai Lama at the central Institute of Higher Tibetan Studies at Sarnath, in the northern Indian city of Varanasi.

More than 20,000 Buddhists from across the globe attended the teachings, which ended yesterday.

The Nobel peace laureate yesterday, shortly after the teachings, led a massive prayer for world peace on the premise of the Sarnath’s Damek Stupa, where Lord Buddha is believed to have delivered his first sermon after attaining enlightenment about 2500 years ago. Thousands of Tibetans and Buddhists from across the world offered prayers at one of the most sacred Buddhist pilgrimage sites for the victims of Tibet unrest, Sichuan Earthquake, Bihar floods and recent Mumbai Terror attacks.

More than 25,000 devotees from around the world, 1,500 of whom are foreigners and 5000 monks and nuns are attending the teachings by His Holiness the Dalai Lama at the Central Institute of Higher Tibetan Sutdies, Sarnath, Varanasi. The two sets of teaching on Gomrim Bharpa and Shantideva's, A Guide to Bodhisattva's way of life is from January 8 to14, 2008.


The devotees began arriving several days before the teachings. At these large gatherings, there is always a dire need for volunteers who can properly guide the devotee's many of whom are strangers to the city and help them feel at comfort here. Even before the teachings started, the devotees need information and directions on finding proper accommodations, making identity cards (entrance pass), the items devotees are not allowed to bring to the teachings, where the entrance gates are located and directions to free medical aid providers here.

The Tibetan Youth Congress Information Centre which was started here on 4 January, 2008 has been set up for this purpose. The Centre not only tries to reduce the inconvenience to devotee's through announcements directing them to proper entrance gates and by announcing the timings of the teachings in various different languages, it is also a place where devotee's can rely on to find their lost friends and helps people from different locations meet each other, etc.

For many elderly Buddhists, making a last pilgrimage to holy sites in their old age especially when teachings are taking place is a sacred dream. When they make these long and arduous journey there is always the fear that their weak and vulnerable bodies may give up on them here. When people do pass away here during the teachings, members of the Tibetan Youth Congress try to ensure that the dead receive proper last rites and are cremated.

People can also report their lost items here and we help to deliver items that have been found and dropped at the Information Centre to their rightful owners. Because the Centre has been set up only for social service, it has strict guidelines and does not make any commercial announcements. At present, a lost wallet belonging to Mr. Isuzo Sogimuro of Japan has been dropped at the Centre. The wallet contains some identity cards and money. Though we have announced in Japanese and English for him to kindly pick up his walled, he has not come to claim his wallet. If he does not come to claim it here, we will handover the wallet to the Japanese Embassy in Delhi after the teachings.

Tibetan Youth Congress has been proudly doing social service for the last almost four decades since its inception on 7 October 1970. TYC engages in a wide variety of activities aimed at helping those in need and alleviating some of the most urgent social and educational problems. These range from organizing broom squads to building public toilets, conducting health education programs to blood donation, holding adult education classes to starting schools and planting trees.

During the last few Kalachakra's held in India, TYC and its members have helped ensure that the large number of devotee's here who may not speak hindi, the new arrivals from Tibet here for the teachings or the elderly people do not feel discomfort and have proper guidance and assisters. To carry on this long tradition of social service and have set up the information centre here.

This year as Tibetans mark 50 years of reconstruction in exile, the members of the Tibetan Youth Congress will rededicate themselves to the service of the nation and beseech His Holiness the Dalai Lama to continue to remain as the supreme leader of Tibet and live for hundreds of eon s. For this the TYC will make a supplication for the long life of His Holiness the Dalai Lama on 14 January 2008.

【挪威西藏之聲1月14日報導】西藏政教領袖達賴喇嘛今天(14日)在印度瓦拉納西向信眾傳授「白度姆長壽灌頂」,並接受永駐長壽佛事儀軌後,圓滿結束了此次為期六天的傳法會。

西藏政教領袖達賴喇嘛從1月8日至昨天(13日)在印度的佛陀初轉法輪聖地,瓦拉納西(鹿野苑)向來自全球的2萬多名信眾講授了靜命論師所著的《修次中篇》,以及寂天論師所著的《入菩薩行論》。昨天還向信眾傳授「大悲觀世音灌頂」後,下午在瓦拉納西大佛塔前主持了「祈禱大法會」。

今天早上,西藏政教領袖達賴喇嘛向信眾傳授了「白度姆長壽灌頂」,之後接受了法會的贊助單位及個人,包括西藏多麥(安多)社團、甘登強次高僧協會、安多已故培傑家人、尼泊爾甘孜圖登白覺家人和達蘭薩拉洛珠白覺家人為主的西藏青年會、各寺院代表等供奉的「永駐長壽物」。

達賴喇嘛在「永駐長壽佛事儀軌」上開示信眾,長壽的重要條件是健康,而要獲得健康,則在於環境。

達賴喇嘛說,目前由於全球暖化,特別是雪域西藏作為亞洲水源地,隨著氣候變化造成冰川急速融化,河流乾涸及荒漠化等,嚴重威脅著數萬民眾的生存。因此,保護周遭生態環境、建造樹林、預防愛滋病等傳染疾病是極為重要的。

達賴喇嘛今天在最後一天的傳法會上,呼籲信眾要認真領悟此次傳授的《修次中篇》和《入菩薩行論》,並將從中學到的利他心運用到日常生活當中。

西藏青年會會長次旺仁增接受本台采訪時表示,這次西藏青年會方面向西藏政教領袖達賴喇嘛供奉「永駐長壽物」是表達對達賴喇嘛一向以非暴力和平鬥爭方式爭取西藏自由的崇敬。他說,雖然西藏青年會與達賴喇嘛的政治立場不同,但是長久以來,西藏青年會的鬥爭方式也是以非暴力的和平方式爭取西藏自由,並將繼續以此作為目標抗爭到底。

據瞭解,西藏政教領袖達賴喇嘛將于明天(15日)出席在瓦拉納西西藏高等學院主辦的主題為「佛教與科學」國際專家研討會,並將發表演說。本週五(16日),達賴喇嘛將離開瓦拉納西。

『國際西藏郵報2009年1月10日達蘭薩拉報導』超過25,000名來自於世界各地的信徒;1,500名是外國人,更有5,000僧尼眾,參加從1月8日開始,達賴喇嘛尊者在印度瓦拉納西的鹿野苑,進行為期七天的傳法,傳授寂天菩薩所著的《入菩薩行論》(藏音:Kyod Jug)和靜命論師所著的《修次中篇》(藏音:Gomrim Barma )的教授。

信徒從數天前陸續抵達法會地點。在這些大型法會舉辦期間,始終需要龐大的志願服務者,協助在陌生的城市裡引導信徒們,並幫助他們在這裡感到身心調適。即使在法會開始前,信徒所需要的資訊和指導,如找到適當的住宿地方、製作通行証(法會入場)、哪些項目是不允許攜帶進入會場的、並在入口的位置和,提供免費醫療援助。

西藏青年會的新聞中心,2009年1月4日在此處設立,也是為了這項目的。該中心不僅試圖減少與會者得到通知的不便,指示他們找到適當的入口,以不同的語言宣佈法教的時間,同時也是一個可以找到迷路朋友的地方等等。

對於許多年老的佛教徒而言,在晚年為了聖地最後的巡禮,特別是參與在聖地舉行的法會,更是一項神聖的夢想。當他們在長期和艱苦的旅程裡,總是擔心著他們羸弱的身體將會棄他們而去。因此當人們在此法會期間離世,西藏青年會成員盡力的確保死者可以得到適當的儀式火化。

人們還可以在這裡提報遺失的物品,我們可以幫忙協尋,若發現遺失物後,速迅找到失物的合法主人並歸還。由於該中心的成立是為了社會服務,但謹遵嚴格的指導方針,且不作任何商業行為的廣播。目前,有一個遺失錢包是屬於來自日本的Isuzo Sogimuro先生,保存在中心裡,錢包內有身份證和錢。

儘管我們以日語與英語播送尋找他,請他速來取回錢包,但並沒有任何下聞。如果他沒有前來取回錢包,我們將在法會結束後,將錢包移交日本駐新德里大使館。

西藏青年會於1970年10月7日成立以來,在過去近40年的時間裡,自豪地做著社會服務工作。TYC從事各式各樣的活動,旨在幫助需要幫助的人們和減輕最緊迫的社會和教育問題。這些解決問題的範圍,從組織清潔隊到建設公共廁所,從開展健康教育宣傳活動到捐血活動,從舉辦學校的成人教育班到種樹。

過去幾年,在印度舉辦時輪金剛法會同時,TYC及其成員幫助了大量不會講印語的信徒,來自西藏的新移民,順利的參與法會,或是協助老人解除不適,給予適當的指導和協助,以進行長期傳統的社會服務,並在此設立了新聞中心。

今年是西藏流亡的50週年紀念,西藏青年會的成員,將再接再厲的繼續投入國家服務,並祈請達賴喇嘛尊者繼續為西藏擔任最高領導人,且長命百歲; TYC將在2009年1月14日,為達賴喇嘛尊者舉行長夀法會。

Dharmshala, Jan. 6 – The Tibetan Youth Congress released a book today to counter Chinese allegations that described the largest Tibetan Non Governmental Organization as a terrorist group. At a press conference held for the launch of "RESPONSE: Response to the Allegations of the Communist Party of China", Dhondup Dorjee Shokda, Vice President of the organization said that the book will reveal the series of attempts made by the Chinese government to malign the Tibetan People's peaceful movement and counter the numerous unfounded allegations made by the CPC.

"By seeing the potentials of TYC, China has been preparing for decades to disrupt and sabotage the activities of the organization. At the time of TYC's inception in 1970, China strongly criticized its very foundation and today, China not only condemns its very existence but also its policies and activities. In the coming decades, China will most likely intensify its allegations against TYC", said Dorjee.

Tenzin Yangdon Kura-amje, Public Relation Secretary of TYC said that China has been propagating against Tibetan Youth Congress through their foreign missions and academic circles for decades. “After 10 March 2008, the unprecedented and peaceful movement of the Tibetan people throughout the three traditional provinces of Tibet shattered the Communist Party of China's (CPC) claim that Tibet always was an inalienable part of China and the Tibetan people were happy under China's rule,”Yangdon told reporters.

China has called the TYC a breeding ground for Tibetan separatists taking up violence to alienate Tibet from China. The TYC has responded by saying it is a Tibetan NGO with non-violence and peace as its founding principles, and that it never resorted to violence in its struggle for Tibet.

The organization hopes the book will provide a clearer understanding of the Tibetan Youth Congress and its activities.

Tibetan Youth Congress today has 30,000 members in 84 chapters across 12 countries.

TYC concludes Tibetan Youth Leadership training

TYC concludes Tibetan Youth Leadership training

[Bangalore: 1st - 6th January, 2009]

The 6 day youth leadership training concluded yesterday. At the closing ceremony, participants took various individual oaths of contributing what they can to the cause of Tibet. Tibetan students from colleges all over India, high school students and monks from various monasteries took part in the training.

In the course of the training, the participants were briefed on “The history of Tibet’s Independence” as the main focus of this year’s training. The training also included briefing on “Impact of China’s Economic and Political status on Tibet”, “Human Rights and Lobby Tactics”, “Life under China’s Prison”, “Economy, Education and Human Rights situation inside Tibet” and social issues like “Aids and Drugs” among others. All sessions were highly interactive with participants asking very intelligent questions to the presenters.

The training also included sessions where the participants were divided into different groups and allowed group discussion on current issues and the groups then made their presentation followed by questions and answer session.

Dharmshala, H.P., January 6, 2009 – The Office of the Central Executive Committee of Tibetan Youth Congress have organized a press conference today at TYC Conference room. Mr. Dhondup Dorjee Shokda, Vice President of TYC presided over the press conference which was attend by Tibetan, Indian and International media based in Dharamshala.

During the conference TYC Officially launched the publication of its new report "RESPONSE: Response to the Allegations of the Communist Party of China" that will reveal the series of attempts made by the Chinese government to malign the Tibetan People's peaceful movement and present the response to the numerous unfounded allegations made by the CPC.

Mr. Dorjee briefly outlined the purpose behind and significance of the publication by TYC. He also stated "By seeing the potentials of TYC, China has been preparing for decades to disrupt and sabotage the activities of the organization. At the time of TYC's inception in 1970, China strongly criticized its very foundation and today, China not only condemns its very existence but also its policies and activities. In the coming decades, China will most likely intensify its allegations against TYC". Miss Tenzin Yangdon Kura-amje, Public Relation Secretary of TYC read the Press Release in English for the foreign medias. After the briefings, Mr. Dorjee and Miss Yangdon both have satisfactorily answered to all the questions from the medias who were present during the conference.

After 10 March 2008, the unprecedented peaceful Tibetan people's movement through out the three traditional provinces of Tibet shattered the Communist Party of China's (CPC) claims that Tibet always was an inalienable part of China and the Tibetan people were content under China's rule. The display of the Tibetan peoples deeply held resentment against the colonial occupation of Tibet posed a direct challenge to the Chinese government's legitimacy in Tibet.

The CPC being incapable of facing reality made a scapegoat of TYC to inflict unwarranted damage to TYC's standing in the international community. It made their secret campaigns against TYC public by terming it as a terrorist organization without any credible evidence. Through their official mouth piece Xinhua, CCTV, Internet and other sources numerous baseless allegations were hurled at His Holiness the Dalai Lama and the Tibetan Youth Congress.

In the recent times, the CPC has intensified their campaigns against TYC with baseless allegations containing the usual communist rhetoric. Therefore, we have prepared this researched response to help present the facts and truth from mere China's fabrications. We also hope that the release of the response will provide a clearer understanding of the Tibetan Youth Congress and its activities.

Tibetan Youth Congress today, is a world wide organization of Tibetans united in the common struggle for the restoration of independence of Tibet with over 30,000 members in 84 chapters in 12 countries. It has emerged as the most active and important political force within the Tibetan community. As the largest independent Tibetan organization with the broadest support base, it also serves as a training ground for the leadership in Tibetan society. TYC has a written constitution with clearly outlined goals.

TYC Trains Young Leaders of Tibet

[Bangalore: 3rd January, 2009]

Bangalore, 3rd January 2009: In a major preparation for the upcoming historic campaign to commemorate 50th anniversary of the Tibetan National Uprising this year, Tibetan Youth Congress (TYC) organised the strategic 9th Tibetan Youth Leadership Training (TYLT) at Tibetan Youth Hostel in Bangalore in South India.

The weeklong leadership training that commenced on 1st January was participated by over 75 young Tibetan leaders studying in over 15 major educational Institutes all over India. Besides college and school students, participants of the training also include 15 monks from three major Tibetan monasteries in South India.

The opening ceremony of the training was graced by Mr. Karma Choephel, the former Chairman of the Tibetan Parliament in exile as the Chief Guest and Mr. Kunga Dorjee, Chief Representative of South Zone, Mrs. Lhawang Dolma, The Director of the Youth Hostel and Mr. Chomphel Thupten, Chief Secretary of The Office of the Chief Representative, Bangalore as the Guest of Honors.

Besides, the ceremony was also attended by the resource persons Mr. Lobsang Yeshi, Former Vice President of TYC, Mr. Sonam Gyaltsen, Lecturer of Sarah College of Tibetan Studies, Ven. Bagdo and Mr. Lukhar Sham, former political prisoners.

While stressing on the importance of the leadership training in preparing future Tibetan leaders through such training, Mr. Karma Choephel, in his opening remarks, also stressed on the need to organize such training on regular basis. He also asked the participants to make good use of training for effective equipment of the leadership skills.

Also, addressing the inaugural ceremony, Mr. Tsewang Rigzin, President of Tibetan Youth Congress said that TYC takes a lot of pride and responsibility in organizing this annual training to prepare the younger generation to continue our struggle to regain Tibet's Independence.

Among the various topics, the primary focus of this year's training will be on History of Tibet's Independence and current issues like recent historic uprising inside Tibet, Tibetan Special Meeting and 50 years in exile. Besides Tibetan resources persons, the training sessions will be led by renowned Indian activists and scholars like Ravi Nair, Director South Asian Forum for Human Rights, Prof Bernard D. Samy of Loyala College, Chennai, Shri Arvind of Alternative Law Forum, Prof. Vijay Kumar of National Law School, and Mr. Pradeep Nair, Deputy Editor, Times of India etc. The morning session includes prayers and a yoga class by Aasha Reddy, Yoga master and a popular Tibet friend and supporter.

The evenings of the training days were spent on group discussions, interactive sessions and watching movies on freedom struggle and histories of freedom movement etc.

【挪威西藏之聲1月1日報導】由西藏流亡社區最大的非官方性組織——西藏青年會(Tibetan Youth Congress )主辦的[第九屆西藏青年領袖培訓會](9th Tibetan Youth Leadership Training)於今天(1日)在印度南部卡納塔克邦班加羅爾舉行。西藏人民議會前議長噶瑪曲培要求西藏年輕一代肩負起西藏自由鬥爭的事業。

西藏青年會助理秘書長諾桑今天接受本台采訪時表示,西藏人民議會前議長、西藏青年會前會長噶瑪曲培為首的嘉賓、西藏青年會會長次旺仁增,以及75名西藏大學生參加了今天的培訓會開幕儀式。

西藏人民議會前議長噶瑪曲培在開幕會上要求西藏年輕一代要承擔起西藏自由鬥爭的事業。

諾桑介紹說,噶瑪曲培在發言時簡要介紹了目前西藏自由鬥爭的狀況,並指出,西藏年輕一代要學習西藏語言及文化,特別是有關歷史,是非常重要的,而且還要有民族的自豪感。噶瑪曲培呼籲,西藏人民在危難的時刻,年輕藏人應承擔起西藏自由鬥爭的事業。

諾桑表示,在這次為期6天的培訓會上,西藏青年會方面邀請了許多印度和西藏的學者,就歷史上西藏獨立的事實和西藏人權等方面向大學生進行講座。

西藏青年會助理秘書長諾桑說,2009年,對於西藏來說是非常特殊的一年,西藏青年會把培訓會安排在新一年的第一天,具有一定的象徵意義。

50年にわたる帰国の夢 海外亡命半世紀
知るべき真のチベット…

概要

1949年、中国人民解放軍はチベット東部のChamdo省およびKham省より当時独立しているチベットを侵攻した。1951年5月23日、中国と協議のため北京へ赴いたチベット代表団は、中国の脅迫の下で「チベットの平和的解放のための措置に関する17か条協定」を強要署名させられた。これにより、中国はチベットを植民地とした。

1959年3月10日、中国のチベット占領に反対するチベット人の蜂起がチベット全土で頂点に達した。中国共産党は直ちにラサなどの主要都市で武力鎮圧し、数千名ものチベット人が惨殺された。ダライ・ラマ法王、チベット政府関係者及び8万人を超えるチベット人は隣国のインドに亡命し、保護された。

現在、チベット人の海外亡命者数は14万人を超え、そのうち約10万人がインドに滞在している。今日でもチベット難民が続々とインドに亡命している。

中国占領下のチベット

* 120万人以上のチベット人が中国政府や中国軍により殺された。
* 6千以上の寺院が中国政府や中国軍により破壊された。
* 数千人に上るチベット人が基本的人権行使のため中国政府や中国軍により監禁されている。
 * チベットの天然資源及び自然環境が中国政府や中国軍により破壊され、回復が望めない状況になっている。
 * チベットにいる中国人は750万人に達し、チベット人の600万人を超えている。
* 中国はチベット全体を軍事基地化しようとしている。

亡命

亡命中、チベット政府は民主主義の原則で再構成され、1959年4月29日ダライ・ラマ法王によりチベット亡命政府(=中央チベット行政府)が樹立された。そして翌年の9月2日より、自由かつ民主的な国会運営が始まり、今日に至るまで、チベット亡命国会は完備された国会機構として、チベット内外のチベット人に認められ、チベット亡命政府(=中央チベット行政府)はチベットを代表する唯一の政府として運営している。

1989年12月10日、チベット人の精神的象徴及び現世の指導者のダライ・ラマ法王14世はノーベル平和賞を授与された。

2007年10月17日、ダライ・ラマ法王はアメリカ国会より議会名誉黄金勲章を授与された。

チベット青年会議

1970年10月7日に成立したチベット青年会議は、チベット最大のNGO団体として、チベット独立、自由民主的な思想養成とチベットコミュニティーの団結を図るのが狙い。

独立組織としてのチベット青年会議は、明確な目標を憲章に制定している。世界12カ国に85支部、3万名の会員を擁し、チベット運動の中で最も活動的で重要な政治勢力となった。

結論

中国の植民地的な占領支配により、チベット文化が存亡の危機に立たされ、チベットの独立、文化、宗教、環境、人権が破壊されている。中国政府の文化同化政策や中国人の大量移民は、チベット人のアイデンティティーを脅かし、チベット人は自分の国家チベットにおいて、もはや少数民族になってしまっている。

2008年、半世紀にわたる中国の占領を経て、チベットで前例のないデモが発生、中国は残虐な武力鎮圧で対応した。中国が国際法違反と、無実のチベット人の人権侵害を継続していることの証左である。

【真心祈願文】是由14世達賴喇嘛親手編撰的經文,幾乎所有在印度的圖博人從小會開始學習念誦。
中國政府並不允許這篇真心祈願文流傳到西藏境內。每一位從西藏到印度的朝聖者返回西藏時,幾乎都會想辦法帶一本在達蘭薩拉編輯出版的藏文版純宗教的祈請文,而在他們經過西藏邊防檢查站,被發現攜帶這本書的時候,邊防人員都會將其中的【真心祈願文】撕毀,西藏各寺院等亦不允許誦【真心祈願】文。



希望【真心祈願文】有一天能夠自由的傳誦在西藏地區,也希望【真心祈願文】能夠陪伴大家渡過平安順遂的每一天!
